On behalf of the students of the Latin American School system, we pay tribute to and honor Dr. Ruth Russell's professional achievements. Dr. Russell was promoted to be the Superintendent of the Canal Zone School system in 1995, under the Department of Defense. She was the first black in that position. Dr. Russell and her husband, Frank, a former RCHS teacher, who also worked as an active duty and civilian Criminal Investigator; are a retired US Air Force family. They are proud parents of three children and have five grandchildren. Dr. Russell happens to be the niece of the late George W. Westerman.

Member of Soroptimista Internacional Panama Pacífico since 1985 Honored April 9, 1977 as Woman of ---Distinction for the year by this organization
- On June 15, 1995 was the recipient of the Panama Canal College Medal given yearly at Commencement Exercises to the outstanding Panamanian and American contributing to higher education and mutual understanding between the United States and -Panama. As Director of the English Language Training Institute, worked with faculty and staff to develop an exemplary residential intensive English language training program to prepare USAID scholarship recipients for the college experience in the United States. Was honored by US Army during Women's History Month, March 1997
 
As District Superintendent, represented DoDDS Panama to US Army South and received many accolades for the successful drawdown and of twelve schools in Panama, and the transfer of Panama Canal College to Florida State University. Made numerous presentations and conducted workshops at schools in the Canal Area, and in downtown Panama; which were presented once at NAEYC Convention, once at AACIC Convention, at two Panama TESOL Conventions, to several church groups, and at the military Child Development Centers.
